There's no dependency on Watson, as it's just using developer.mozilla.org/en-US/docs/Web/API/Web_Speech_API but I don't think MIT would add it to official Scratch 3 because it sends audio to a web service (cf. developer.mozilla.org/en-US/docs/Web/API/SpeechRecognition )
